Changes To Transportation Planning Could Impact Your Community

Wake Transit Work Plan FY2023 Q2 Amendment Requests Available for Public Comment

The comment period is scheduled for 30 days, from Thursday, September 1, 2022 through Friday, September 30, 2022.

A total of two (2) amendments to the FY2023 Q2 Wake Transit Work Plan have been requested by project sponsors. Members of the community are encouraged to review the requests and provide their input during the scheduled public review and comment periods. 

The City of Raleigh has requested one major amendment, and the NC Capital Area Metropolitan Planning Organization (CAMPO) has requested one minor amendment for consideration by the Wake County Transit Planning Advisory Committee (TPAC). Public or agency comments on these amendment requests may be submitted to the Capital Area Metropolitan Planning Organization. A summary of these two amendment requests, along with documentation for each individual request, is available below.

City of Raleigh | Major Amendment Request

The City of Raleigh has requested a Capital Expense amendment as the sponsor of project TC005-A2, Wake BRT: Southern Corridor. The $16,610,000 request is required to meet the updated project cost. The funds would help cover a recent Small Starts application. It would also help ensure that 100% of the local match for the Federal Transit Administration (FTA) Capital Investment Grant (CIG) is available. Further, the request includes project adjustments, a requirement by FTA to carry a higher contingency, and an accounting for the higher inflation percent for the year of expenditure. The project began in July 2021. Its estimated date of completion is in December 2028. 

CAMPO | Minor Amendment Request

CAMPO has requested an Operating Expense amendment of $89,667 to the requested FY 23 funding allocation for its three (3) existing Wake Transit FTEs. The increase in funding is necessary to cover additional indirect expenses related to office space. It would also cover increases in labor expenses for which the 2.5% annual cost escalation assumed with Wake Transit’s multi-year operations programming has not kept pace. 

This increase would raise the requested funding allocation balances for project TO002-L, TPAC Administration, to $169,658; the requested funding allocation for project TO002-W, Transit Planner, to $141,555; and, the requested funding allocation for project TO002-V, Program Manager, to $209,209. The estimated base year operating cost is $520,422. 

  • TO002-L – 1.0 FTE: TPAC Administration. Increase of $29,232, from $140,426 to $169,658.
  • TO002-W – 1.0 FTE: Transit Planner. Increase of $24,217, from $117,338 to $141,555.
  • TO002-L V – 1.0 FTE: Program Manager. Increase of $36,218, from $172,991 to $209,209.
